In my son's case, this was done in the den. You could do it at home using just the Webelos handbook.
Every Webelos Cub Scout has to earn this pin to get the Arrow of Light award. Other dens have made trips to the Red Cross, or had parents who worked for EMS or were medical personnel help with this.
